Udaipur inches closer towards becoming a Smart City – still a long way to go!

After the recent amendments to the Smart City project, Udaipur has come a lot closer to realizing its dream of becoming a smart city. Needless to say, Udaipur literally upped the ante by performing exceptionally well in the latest ranking conducted by the Ministry of Housing and Urban Affairs, Government of India and has really given the other cities a run for their money. It is the combined efforts of the people of the city and the Municipality that Udaipur is now seen as a competitor in the smart city race. Udaipur ranked 4th in the rankings and was judged on the basis of the commencement and completion of projects within the timeframe along with the tender allotment process and the implementation speed.

Some of the recent developments in the city include pole-less old city area, under which all the open lines and connections including cable, internet, telephone will be made underground, also, the undergoing sewage line modification and the door-to-door garbage collection plans have given a boost to the residents and motivated everyone to perform our bit towards making Udaipur a Smart City.

Different people have different approaches to the concept of Smart City. It depends on the level of development, desire to change and reform, and most importantly, the dreams of the citizens of the city. The main aim remains to promote cities that provide core infrastructure and provide a decent standard of living to its residents along with a clean and green environment.

The main objectives with which a smart city is developed include:
  1. E-Governance, through online records, complaint management, etc.
  2. Green City, providing alternate energy and utilities, also, being transport efficient.
  3. Public Safety which means strict law enforcement and proper security and surveillance.
  4. Smart Building which optimizes energy and smart metering.
  5. Proper healthcare services followed by asset management, telemedicine, and remote monitoring.
  6. Education that is research-based and is technologically equipped.
  7. Transport, which includes, fleet optimization, airport, and railway management.

Running along the same lines, Smart City Board gave a nod to ABD tenders (Area Based Development worth ₹537 crores to L&T company. They broadly include the development of 50 Bus Q shelters, Conservation and development of works of heritage appearance, lighting for bazaars in the Walled city area under Udaipur Smart City project Phase-I and redevelopment of Government schools and Anganbaris in the municipal areas for which the work-order will be prepared in the next 10 days. Whereas, the work shall commence after the company’s two-month survey and is expected to complete the same within a timeframe of 2 years.

Here are some amendments that make the ABD tender such a special gift for the city:

An all-day water supply to all the eighteen wards coming under the Walled city area.

New network of sewage lines to be laid.

Upgradation of old lines with new techniques.

Pole-less walled city area with all the connections going underground.

New roads in ABD area.

Covered drainage lines and gutters.

SCADA system implementation that helps to gather reports online about electricity, water, etc. through sensors and delivering commands to control relays.

The Ministry of Urban Development (MoUD) lauded the tender allotment process of Smart City Limited and Board and gave directions as to how the same should be served as a Model Tender throughout the country.

Rajasthan was the first major state to have gotten the smart city projects approved for all the four cities in mere two rounds of the competition. Udaipur got through in just the first round of 20 smart cities along with Jaipur followed by Ajmer and Kota in the second round of the competition. Rajasthan is one of the 11 states to start implementing the six urban missions that comprise the development of the heritage city and augmentation yojana. The Government of Rajasthan is spending close to ₹30,000 crores on these projects. The projects are expected to be completed by the year 2020.

What are your thoughts about Udaipur’s Smart City mission?

Tell us in the comments below and suggest some ideas and measures we can take to take it a level further. After all, it is our city and our participation remains of the utmost importance!

Keep the city clean. Charity begins at home!

State Budget 2018: Reactions of the People!

Considered generally a magic wand which fulfills all expectations in one stroke, the annual budget of the state is one of the most eagerly awaited events by the public. As soon as it is presented in the assembly, one group has nothing but praise for it while another one finds nothing beneficial for anyone in it. In between are a small number of persons who impartially analyze its positive and negative features that impact different sections of the society like the housewife, the poor, the rich and the middle-class people, the businessmen and the like.

Health Care Sector

In the healthcare sector, the budget provides more ventilators, for ICU Swine flu ward to which 50 more beds were added recently and the nephrology depts. Get four more dialysis machines at the cost of 1.10 Crore. This would benefit the fast-increasing number of swine flu patients that come to M.B Hospital. In September – October last year about 34 persons died of this disease. The facility of dialysis machines would lessen the present waiting period of kidney patients.

Education Sector in Udaipur

The education sector in Udaipur district is to get more facilities. Half out of 544 govt. Adarsh schools at the Gram Panchayat Headquarters do not have enough classrooms in keeping with the number of enrolled students. The provision of building about 3400 additional classrooms in 1163 Adarsh schools in the state would also benefit Udaipur schools. Over 3 lac school students in the district are to get milk three times in a week as part of Poshahar scheme. The district has 653 secondary and about 3500 primary schools that are run by the govt. Recruitment of over 77,000 school teachers would improve quality of teaching in govt. Madanmohan Malviya Ayurved College, Udaipur. At present, there are P.G courses in 5 subjects. Now provision has been made for P. G diploma courses in Sharsutra (30 seats) B.Sc Nursing course (20 seats) one-year course P.G diploma course in Panch Karma technical assistant (30 seats) and diagnosis and maternity course. This would raise the quality of medical services.

Mavli is to get a government college. To solve the problem of inadequacy of teaching faculty, the services of retired faculty can be taken on pay minor pension basis. Students of M.G College, Udaipur would benefit from the decision to include in state financing 64 subjects of three facilities of U.G and P.G courses that are being run for five years under the self-financing scheme. All the govt. colleges in the state would get wi-fi facilities.

Judiciary

So far as the judiciary is concerned, one more NI cases court is to be added to the five existing ones. There are over 17,500 pending cases of bounced cheques in Udaipur that were filed 10 to 15 years ago. Now cases would be decided more expeditiously.

Games and Sports

All the five Janjati Khel Chatrawas in all the districts of Udaipur Division would be upgraded to sports academies. The three hostels in Udaipur in Madhuban, Sardarpura, and Khelgaon would become academies of games. It would soon, be decided which one would have archery, hockey, football, volleyball, kabaddi, and swimming. This would result in the availability of high quality, coaching, better diet etc.

A provision of 3000 crores has been made for taking water from Banswara Mahi to Jakham and from there to Rajsamand. The sanction of phases three and four of Dewas project would help in the permanent solution of water problem of Rajsamand, Amet, Kelwa, Railmagra, Sardargarh, Deogarh etc. In Udaipur district, there are to be three more ancient at Dholigar, Chuli ka Naka and Akolanaka.

Agriculture, Tourism, and others

Van Upaj Mandi Yards is to be opened in Kotda, Salumber and Gogunda. So, farmers would not here to come to big cities to sell their products. To promote tourism, a concession of 50% on stamp duty has been given to those who purchase or take on lease 10 floors in multi-story buildings.

Maharana Khumbha panorama is to be developed at Malyawas (Madaria).

Kanode has been made tehsil and Arthuna would become a sub-tehsil. Developers have welcomed the budget as DLC rate has been reduced by 10% and it would not be raised till March 2019 stamp duty on EWS and Low-Income Group Housing has been reduced from 75% to 50%. The decision to issue small ‘pattas’ for ‘bajari’ would solve a big problem. The withdrawal of royalty on waste marble blocks that are used in construction is also a welcome move.

Some other decisions that would benefit Udaipur Division include the provision to give seed mini kits free of charge to BPL and Antodaya SC and non-SC farmers of Udaipur Dungarpur, Banswara and Pratapgarh districts. In every Vidhan Sabha area, 15-km long new roads are to be built and 100 hand-pumps are to be set up. ITI’s at district headquarters is to have a smart classroom. Out of 12 ancients to be constructed in the Division Udaipur is to have four, Dungarpur, four (Mandwa, Kharpada, Panchkhundi and Japhra) Banswara five (Kundla, Mahundiwada, Sarwatwala Nala, Umriwala Nala and Chirowali) and Pratapgarh one (Mota Dhamania).

Udaipurites would also have the benefit of several other declarations concerning different classes of citizens.

Not setting up of a high court bench in Udaipur that would have benefited a large number of people, especially the tribal poor ones, is a big disappointment. It has been a long-standing demand of the region. Another expectation of Udaipurities to make the city a film city has also been ignored. Maybe these demands are fulfilled during the debate and the Chief Minister reply.

What is your take on the state budget, do tell us in the comment section below.

The Muslim Man who was forced to say Jai Shri Raam

Should Udaipur have a Film City?

In the year 2010, Mukesh Madhwani theorized the idea of establishing a Film City in Udaipur. Since then he has been working actively to turn his dream into reality. Recently, his concept has taken a new turn in its journey.

Eminent personalities of the state have come up supporting this idea as it has several benefits. Home Minister, Gulab Chand Kataria has stated that a detailed plan about the project should be made and requirements in terms of finance and land must be proposed through the PPP (Public-private partnership) Mode.  Similarly, Udaipur’s M.P., Arjun Lal Meena has said that the project has huge prospects in Lake City.

Higher Education Minister, Kiran Maheshwari U.D.H. Minister, Shrichand Kriplani Tourism Minister, Krishnendra Kaur Deepa Local M.L.A.’S Divisional Commissioner, Bhawani Singh Detha Shriji, Arvind Singh Ji City Mayor, Chandra Singh Kothari U.I.T. Chairman, Ravindra Shrimali Deputy Director, Tourism Department, Udaipur, Sumita Saroj and many others have supported the idea of establishing a Film City in Udaipur.

As per Mukesh, Lake city has been a venue for big events related to weddings, parties of big industrialists, political leaders, film actors etc. So, it can easily support investment from different quarters.

He also adds, that because of its unmatched natural ambiance, historical buildings and distinct culture it is already a favorite spot for film shooting. During the last 40 years over 500 Bollywood, Hollywood, South Indian and Rajasthani films and numerous serials and ads have been shot here.

mukesh madhwani

Keeping in mind the pros like having good neighboring states of Gujarat and Madhya Pradesh with a decent connectivity with roads, rails, and airways add to the benefits. Also, not forgetting the scenic beauty for which the city is known for, Udaipur is indeed the first choice of tourists as well as filmmakers.

Apart from these, building a Film City shall also bring employment opportunities, boost tourism and open new gates to world-level exposure.

“One can never do enough for Udaipur,” says Mukesh Madhwani upon asking why he wants to set up a Film City in Udaipur.

Truly, one can never settle with such a zeal to serve!

If a Film City opens in Udaipur, would it be a feather in the city’s cap? What are your thoughts about the opening of a Film City in Udaipur? Tell us in the comments below!
