Domestic flight operation resumed at Udaipur Airport

Domestic flight operation recommenced at Udaipur Airport from Monday with all precautionary measures for the safety of passengers.

Air service has begun for Delhi, Ahmedabad, Mumbai and Jaipur from Maharana Pratap Airport at Dabok. Flights from Delhi & Ahmedabad arrived on Monday evening, while the Jaipur and Mumbai flights got cancelled at the last moment.

The first day of the resumption of domestic flights in the country had its fair share of challenges, as nearly 630 flights were cancelled due to states’ restrictions and airline operational issues. Besides, a variety of quarantine protocols by state governments added to the challenging situation.

The air services which had come to a halt for nearly two months in the wake of the COVID19-induced nationwide lockdown, the government on May 21 announced the resumption of domestic flights from May 25.

All major airlines including IndiGo, Air India, SpiceJet and others operated 30% of their regular schedules between destinations, strictly adhering to the safety protocols set by the Ministry of Civil Aviation.

Dabok Airport also witnessed some hustle-bustle as the flights from Delhi and Ahmedabad arrived on Monday. According to the sources, more flights are expected to start from the Udaipur from June 1.

Security Health Protocols for People Travelling to Rajasthan

After the country resumed its various public transport services though, in a phased manner, Rajasthan Chief Minister, Ashok Gehlot has instructed the people travelling to the state to follow the Security Health Protocol for the safety of all and to keep a check on the spread of novel coronavirus in the state.

He has appealed to all the people arriving in the state either by air, rail or road, to register on the e-Mitra portal on www.emitraapp.rajasthan.gov.in and fill the required information on the Migrant Registration Service section.

For those staying in the state for a few days, the rRT-PCR test will be mandatory. They will have to get this test done before coming here or as soon as they arrive in the state. These people will have to be in quarantine until they are reported negative for the test.

Everyone travelling to the state will have to strictly follow the home quarantine protocol. In the case of lack of home quarantine facility, the state government will provide institutional quarantine facility at village-level.

In addition to this, registration and quarantine facility will also be available at the border check-posts for people entering the state by road.

The list of passengers arriving by air, bus and train will be sent to the concerned district administration so that effective monitoring of passengers can be made. The CM has instructed to monitor the people coming from outside through IT-based system and ensure strict quarantine.

People travelling from other countries need to be in self-paid institutional quarantine for the first 7 days and home quarantine for the next 7 days.

Home quarantine has to be practised strictly by all the people arriving in the state failing to which the government can move them to institutional quarantine and take the necessary action against them.

The Rajasthan government has set up a helpline number – 18001806127, eMitra Rajasthan portal, e-Mitra mobile app or e-Mitra kiosk for the migrants to register for their return.

Medical teams set up for screening passengers at the airport

After the government gave approval for domestic air travel to resume, airport authorities across the country made all the necessary arrangements to check the spread of coronavirus. In the same line, Maharana Pratap Airport, Udaipur has set up medical teams for screening passengers during arrival and departure.

The airport resumed its operations on Monday, May 25. Initially, the city will have flights to Mumbai, New Delhi, Jaipur and Ahmedabad.

The medical teams at the airport will screen the passengers at the arrival and departure and if they find any sign of coronavirus, the team in-charge will ensure that the suspect is sent to the Super Speciality Block at MB Hospital immediately by an ambulance.

The Chief Medical and Health Officer, Dr Dinesh Kharadi has issued an order and formed the medical teams to work in two shifts – 5 am to 12 noon and 12 noon to 8 pm.

Dr Anil Parmar, Medical Officer (RBSK), Mavli along with his team of doctors will work in the first shift (5 am to 12 noon).

Dr Vinod Sharma, Medical Officer (RBSK), Mavli division along with his team, will work for passenger screening in the second shift i.e. from 12 noon to 8 pm.

The medical team consists of one nursing staff along, one doctor along with the concerned airline staff.

Dr D S Rao, the Senior Medical Officer of the Community Health Center, Dabok, will be the in-charge of the team.

As per the order, the airline staff will prepare the passenger information in a prescribed format and work under the directions of the medical team.

Four Police Station areas out of Containment Zone

After the review meeting of the District Disaster Management Authority held on Friday, the Udaipur District Administration issued a notice stating that 4 Police Station areas under Udaipur Municipal Corporation including Sukher, Goverdhan Vilas, Savina and Pratap Nagar are declared as Out of Containment Zone.

However, the remaining areas under the municipal corporation would continue to be in the containment zone for another week i.e. until May 29, 2020.

Further, with the mentioned police station areas declared as out of the containment zone, the localities falling under these areas would be given conditional relaxation as per the Lockdown 4.0 guidelines.

This will allow the shops, salons and offices to open within the time limit of 7 am to 7 pm. Restaurants and sweet shops can be open for home delivery.

However, the guideline does not allow the malls, schools, coaching institute, movie halls, religious places to open for public in any of area. Besides the selling of Paan, Gutkha, Taboccoo items are also prohibited everywhere.

As per the guideline, people above 65 years of age, kids below 10 years of age, pregnant ladies and persons with poor health conditions will also not come out except for an emergency purpose.

Notably, with the sudden rise in corona positive cases, the District Administration of Udaipur had declared the entire municipal area of Udaipur as a Containment Zone on May 8, 2020.

गर्भवती महिलाओं की मदद के लिए उदयपुर पुलिस ने बनाया व्हाट्सएप ग्रुप ‘हैलो मॉमीज़’

देशव्यापी लॉकडाउन ने जहाँ एक ओर लोगों की आवाजाही पर पाबन्दी लगा दी है, ऐसे में बुज़ुर्ग जन, बीमार लोग और गर्भवती महिलाओं को नियमित चिकित्सकीय जाँच कराने के लिए खासी परेशानी का सामना करना पड़ रहा है।

इसी के चलते, उदयपुर पुलिस ने गर्भवती महिलाओं के लिए एक खास पहल की है। पुलिस विभाग ने ऐसी महिलाओं के लिए एक व्हाट्सएप ग्रुप की शुरुआत की है। “हैलो मॉमिस” के नाम से शुरू किये इस व्हाट्सएप ग्रुप में, पुलिस विभाग शहर की गर्भवती महिलाओं को जोड़ने का प्रयास कर रहा है।

“हैलो मॉमीज़” उदयपुर पुलिस की एक नई पहल है जिसमें पुलिस महिला अधिकारियों को कर्फ्यू वाले क्षेत्रों में खासकर घनी आबादी वाले इलाकों में गर्भवती महिलाओं को जोड़ने का काम सौंपा गया है।

अतिरिक्त एसपी (शहर) गोपाल स्वरूप मेवाड़ा, डिप्टी अधिकारी चेतना भाटी, सुधा पलावत और प्रेम धणदे द्वारा चलाया जा रहा यह ग्रुप शहर के समस्त कर्फ्यूग्रस्त क्षेत्र जैसे सूरजपोल, घंटाघर, अंबामाता की विभिन्न कॉलोनियों में गर्भवती महिलाओं को जोड़ने का प्रयास कर रहा है।

हैलो मॉमीज़ पहल के अंतर्गत प्रत्येक चेकपोस्ट पर बीट कांस्टेबल और जवान को अपने संबंधित क्षेत्रों की एक सूची तैयार करने के लिए कहा गया है जिस से पुलिस के पास गर्भवती महिलाओं का एक डेटाबेस तैयार हो जाये जिससे ज़रूरत पड़ने पर इन महिलाओं को चिकित्सकिय या अन्य प्रकार की सहायता दी जा सके।

विभिन्न कॉलोनियों की सक्रिय महिला स्वयंसेवकों को भी समूह में शामिल किया जाएगा ताकि वे महिला अधिकारियों को क्षेत्रों में किसी भी मुद्दे से अपडेट रख सकें।

इसके अलावा जिन घरों में पुरुषों को क्वारंटाइन किया गया है, ऐसे घरों में भी महिलाओं और बच्चों को आवश्यक वस्तुएं या दवाएं पहुंचाने में मदद कर रहें हैं।

Domestic Airlines to start from May 25: Ticket price rule to be followed

Ministry of Civil Aviation, on Wednesday, announced that all domestic flight operations will resume from Monday, May 25, in a calibrated manner. Airports and air carriers across the country have been informed to be ready for operations from 25th May. The ministry has issued SOPs for passenger movement.

Union Aviation Ministry has issued fare price guidelines and has asked the airlines to stick to it when they restart bookings from Monday. The flight operations are resuming almost after two months when a total prohibition was imposed on air travel to curb the spread of coronavirus.

Airlines have been asked to adhere to the lower and upper limits of fares prescribed by the ministry. According to the sources, the Union Aviation Ministry has allowed only one-third of the total domestic flights to resume.

According to the guidelines, no meals on flights will be allowed to serve, temperature checks for all passengers and full protective gear for the crew will be mandatory. No physical check-in counters would be allowed at the airport.

The guideline also advises the elderly person, pregnant ladies and passengers with health issues to avoid air travel.

Directorate General of Civil Aviation on Thursday, issued a circular on the recommencement of domestic flights and minimum & maximum fares chargeable for such flights.

According to the circular, the air tickets will be capped between Rs 2,000 and Rs 18,600 in seven bands depending on flight duration for the next three months.

Minimum and maximum fares chargeable by flights as per Directorate General of Civil Aviation (DGCA):

  • Flights under 40 minutes will have a lower and upper limit of Rs 2,000 and Rs 6,000
  • Flights with a duration between 40 and 60 minutes, there will be a lower and upper fare limit of Rs 2,500 and Rs 7,500
  • Flights between 60 and 90 minutes should be priced between Rs 3,000 and 9,000
  • Flights between 90 and 120 minutes, will have a lower and upper fare limit of Rs 3,500 and Rs 10,000
  • Flights between 120 and 150 minutes, will have a lower and upper fare limit of Rs 4,500 and Rs 13,000
  • Flights between 150 and 180 minutes, will have a lower and upper fare limit of Rs 5,500 and Rs 15,700
  • Flights between 180 and 210 minutes, will have a lower and upper limit of Rs 6,500 and Rs 18,600

Railways to start passenger train service from June 1 – Guidelines Issued

Indian Railways on Wednesday released reservation rules for reservation of 200 trains which are scheduled to run from 1 June 2020. The bookings for the tickets has begun from 21 May.

According to the Tweet made by the Ministry of Railways, these will have both AC and non-AC classes and fully reserved coaches.

These trains also include the popular trains such as Duronto, Sampark Kranti, Jan Shatabdi and Poorva Express.

Only online E-Ticketing will be done through IRCTC website or through Mobile App. No tickets will be booked across the reservation counter on any Railway Station. The Advance Reservation Period will be of maximum 30 days.

The list of 200 trains also includes Mewar Express running between Udaipur City and Hazrat Nizamuddin.

Guidelines for travelling through train

  • Only online E-Ticketing will be done through IRCTC website or through the mobile app. No tickets will be booked through the reservation counter on any railway station.
  • RAC and Waitlist will be generated as per existing rules. However, waitlist ticket holders will not be permitted to board the train.
  • No tickets will be issued onboard to any passenger during the journey.
  • Tatkal and Premium Tatkal booking will not be permitted in these trains.
  • All passengers will be compulsorily screened and only asymptomatic passengers are allowed to enter /board the train.
  • Only passengers with confirmed tickets will be allowed to enter the railway station.
  • All passengers must wear face covers/masks at the entry and during travel.
  • The passengers will have to reach the station at least 90 minutes in advance to facilitate thermal screening at the station.
  • Only passengers who are found asymptomatic will be permitted to travel.
  • Passengers will have to observe social distancing both at the station and on trains.
  • If during screening a passenger has a high temperature or other COVID-19 symptoms, he will not be allowed to travel despite having confirmed tickets. In such a case, a full refund will be provided to the passenger.
  • Provision for pre-paid meal booking, e-catering will be disabled.
  • IRCTC will make provision for limited eatables and packaged drinking water on payment basis only in limited trains which have a pantry car. Information regarding this will be made available to passengers during the time of booking ticket.
  • Passengers are encouraged to carry their own food and drinking water.
  • All static catering and vending units (multi-purpose stalls, bookstalls, chemist stalls etc) at railway stations will remain open.
  • Cooked food items may be served as takeaway only at food plazas and refreshments rooms.
  • Linens, blankets and curtains will not be provided inside the train. Passengers will be required to carry their own linen for the travel.
  • All passengers must download and use the Aarogya Setu app.
  • Passengers are advised to travel light.

As per MHA guidelines the movement of the passengers, as well as the driver of the vehicle transporting the passengers to and fro the railway station, will be allowed on the basis of the confirmed e-ticket.

No exemption under Lockdown 4.0 in Udaipur

Lockdown 4.0 has been implemented across the country from Monday, in which the Ministry of Home Affairs has extended the scope of the exemptions in the Green and Orange zones.

However, with Udaipur city being declared as a Containment Zone, no relaxation has been given to the city. Only essential services and activities are allowed.

The administration has banned the movement of people in the city while curfew has been imposed in most of the localities.

After the increase in the COVID-19 cases, Udaipur Administration has declared the municipal area of Udaipur as Containment Zone.

Further, as per the guidelines issued by MHA, Containment Zones have not been given any relaxation under lockdown 4.0.

Therefore, all the restrictions will remain in place in the Udaipur Municipal Corporation boundary. The administration, after review, will decide the waiver.

It is noteworthy that due to the rapidly increasing cases of Corona, the administration declared the city as a Containment Zone on 8 May. The Udaipur Municipal Corporation area was included in this order, not the industrial area of Udaipur.

Soon after the declaration of the Containment Zone, the administration revoked all the earlier relaxations including the movement of people between 7 am to 7 pm, electric repair shops, workshops and garage etc.

Lockdown 4.0 Guidelines by MHA

Central Government on Sunday extended the nationwide lockdown further till May 31, 2020. However, this time the lockdown has come with more relaxations that are likely to open the economic activities in the country.

The Ministry of Home Affairs, Government of India on Sunday has released a fresh set of guidelines on the measures to be taken by Ministries/Departments of GoI, State/UT Government for containment of COVID-19 in the country up to 31st May 2020.

As per the Ministry of Home Affairs (MHA), the following activities shall remain prohibited throughout the country under Lockdown 4.0:

  • All domestic and international flights and metro rails will remain shut for the general public. Domestic medical services, domestic air ambulance and for security purpose are permitted.
  • Schools, colleges, educational institutes, coaching, classes will also remain closed.
  • Hotels, restaurants and other hospitality services are prohibited. Restaurants will be permitted to operate kitchen for home delivery of food items.
  • Movie halls, shopping malls, gyms, swimming pools, bars, auditorium and similar places cannot function during the lockdown. Sports complexes and stadiums are permitted to open but without an audience.
  • Any gathering for social, political, sports, entertainment, religious activities is strictly prohibited.
  • All religious places of worship will remain closed for public.

Following activities are permitted with restrictions in green and orange zones:

  • Inter-state movement of passenger vehicle and buses.
  • Intra-state movement of passenger vehicle and buses.

The delineation of Red, Orange and Green Zones will be decided by the respective State Government on the basis of parameters shared by the Ministry of Health and Family Welfare (MoHFW), Government of India.

Further, in the Red and Orange Zones, the respective District Administration will demarcate the Containment Zones and Buffer Zones on the basis of the guidelines laid by MoHFW.

According to the new guidelines released by the MoHFW, only essential activities will be allowed in the Containment Zones. These zones will have a strict perimeter control to ensure that there is no movement of people in or out of these zones except for medical emergencies and for maintaining a supply of essential items.

Intensive contact tracing and house-to-house survey should be carried out in the Containment Zones.

As per the guidelines, the movement of individual will be strictly prohibited between 7 PM to 7 AM except for emergency activities. Besides, the guideline also mentions that vulnerable persons including people above 65 years of age, children below 10 years of age, pregnant women, and persons with other diseases should stay at home except for health purposes.

In order to ensure safety in offices and workplaces, should install and use Arogya Setu app.

Also, in lockdown 4.0, all the states will allow inter and intra-state movement of medical professionals, nurses and other health workers without any restrictions. Moreover, the movement of all types of goods/cargos including empty trucks will be allowed. No state will stop the movement of any type of goods for cross-border trade.

In the guidelines of Lockdown 4.0, the central has also issued National Directives for COVID-19 Management as below:

  • Wearing of face cover is compulsory in all the public places.
  • All the public places including shops, offices will ensure social distancing.
  • Spitting in public and workplace will be a punishable offence with a fine.
  • Social distancing in public places and public transport has to be followed by all.
  • Marriage related gathering should ensure social distancing. Besides, a maximum of 50 guests will be allowed at such events.
  • Similarly, in funerals/last rites gathering, a maximum of 20 people will be allowed while ensuring social distancing.
  • Consumption of liquor, paan, gutkha, tobacco is not allowed in public places.

Directives for Workplace

  • The practice of work from home should be followed if possible.
  • Thermal scanning, hand wash, and sanitizer should be made available at all entry and exit points and common areas.
  • Frequent sanitization of the entire workplace, common facilities and common areas should be ensured.

The Government of Rajasthan is to issue detailed guidelines for Lockdown 4.0 for the state on Monday.
